Safety & SecuritySafety and Security Committee is primarily responsible for the planning and implementation of safety and security on the campus. Through our service provider, the top priority is given to supporting school plans and policies through the execution and implementation of appropriate security plans and measures.  To provide total protection to all members and guests of the Scholastican Community, we require the service provider to assign trained, licensed, and accredited security personnel who are supervised by a Professional Detachment Supervisor at all times.  We guarantee dedication and reliability from our security personnel through fair, functional and constructive management.

In keeping with its dedication to the provision of total protection, the Safety and Security Committee and its service provider regularly draw information regarding prevailing security circumstances as well as analyses and forecasts of the situation from its highly effective and long-tested resources. Established coordination with the PNP, AFP, Barangay Officials, and a Task Force Safe School Team, enables us to create measures and design plans to anticipate and mitigate any type of security situation.

The Security Office of St. Scholastica’s College is thus always ready to secure, protect and defend the entire community – its members and stakeholders, facilities and properties.

Through this, we aim to provide all members of the community with information that will enable all its members to maximize the use of the Security Office’s resources and services whenever needed.  While it is our hope that such Security measures as those pertaining to emergencies detailed herein will never be necessary, the need for such a website is dictated by pragmatic purposes.

In order to achieve our plans and desire to give total protection to this community, the Safety and Security Committee activated the Emergency Response Team composed of the well-trained personnel on fire fighting, bomb management, first aid, and evacuation procedures. It will immediately operate in a minimal time when any disaster arises and through the decision making of the Emergency Management Team who will also activate in times of emergencies.

Be assured that any safety and security measure that needs to be implemented for emergencies CAN and WILL become operational within a minimal reasonable time.


• To handle emergency situations with optimum effectiveness, minimum disruption to the school business operation, least damage to property and protection from injury and loss of lives.

• To provide descriptions of specific scenario as may occur and clarify its authority to effect evacuation.

• To establish organization, responsibility and control in all areas affected by the evacuation.

• To establish medical and security emergency assistance.

• To develop safety and security awareness among employees, students, tenants, concessionaires, and the whole community.

• To specify the action to be undertaken during the actual occurrence of an emergency in order to avoid panic and save lives and properties.

The Safety and Security Committee is the brain of the safety and security of the community. They are responsible for the formulation of campus safety and security policies, guidelines, rules and regulations, and its revision in coordination with the different units / office / sectors of the school. 

The Emergency Management Team (EMT)

The Emergency Management Team (EMT) of St. Scholastica’s College is headed by the School President. The VP for Academic Affairs, the VP for Administrative Affairs, the VP for Finance, the Administrative & General Services Office Manager, the Dean of College, Grade School and High School Principals, and the Safety and Security Officer as members. The team will be immediately activated during the occurrence of any disaster and in emergencies that need immediate action, evacuation and support. This team is responsible for the decision-making during disasters and emergencies and for all actions / operations to be undertaken by the Emergency Response Team (ERT), which will be the first respondent in the campus on matters concerning firefighting, bomb attack, calamities or any form of crisis in the community.

The Emergency Response Team (ERT)

The Emergency Response Team (ERT) will be immediately organized and activated through the direction of the Emergency Management Team (EMT) during the occurrence of any disaster, emergency, or crisis needing full-scale emergency response, support, and assistance. The ERT is composed of the following: the Safety and Security Officer, who is also the Emergency Manager; the Assistant Emergency Manager; the Evacuation Team per Unit; the Fire Fighting Team (Security Personnel); Searchers/Sweepers from the GSP and the Security Team; the First Aid team from the Clinic; and the Technical-Engineering Team. The ERT is responsible for the training of its members to ensure that they are knowledgeable in all aspects of disaster response and management. 

• Only those persons who are properly identified and have legitimate purpose for entering, will be allowed entry.

• All faculty members, office and maintenance personnel shall be issued their respective ID cards for official identification. The holder, at all times while inside the school premises, shall wear the ID card. 

• All students shall be issued their respective ID cards for entry into the campus and for the use of school facilities. The ID will bear the color-coded bar according to the unit’s and classification (ex. Bus rider, commuter etc.)

• Parents, Private Nurses, Coaches, Bus Mothers and the like, bringing and fetching students to-and-from school shall be required to secure special pass from the Safety and Security Office. They shall be allowed access only on designated areas.

• Vehicles with DROP AND PICK car pass shall be allowed to enter the campus with NO PARKING privilege and without need for inspection. The “TEN (10) SECONDS for loading and unloading” rule will be STRICTLY ENFORCED. Those who have no car pass shall be subjected to a thorough check and inspection by the Checkpoint Guard. The management reserves the right to deny entry to vehicles even with a valid car pass in any of the following cases:

     – The driver or any of the occupants is under the influence of intoxicating liquor or prohibited drugs.

     – The driver insists on parking in a NO PARKING ALLOWED AREA.

     – The car pass is transferred to another vehicle not registered at the Security Office 
       (In this case the car pass will be confiscated).

     – The student riding therein has no proper identification card and/or is not in
       complete uniform.

     – There are special occasions for which regular parking areas have been reserved and are thus 
       unavailable at that particular time; and

     – The driver or vehicle occupant has been banned from entering the premises for violation of 
       school policies.

• Movement of students, personnel and regular patrons within the school campus shall be restricted to those places where they are authorized to enter and only when they have a legitimate purpose for being there.

• Personnel rendering overtime shall be required to fill-out, in triplicate, the “Authority to work Overtime” form duly signed by their respective unit/office head: one is for the Security Office and another for Personnel files.  The third copy should be on the person of personnel undergoing overtime; this will serve as proof in case his/her presence is questioned. Personnel rendering overtime without authority from their respective unit/office heads shall be advised to leave the school campus.

• In relation to the above proceedings, the respective unit/office heads are required to submit summary list of personnel rendering overtime work including the duration period,  for the Security office to use as its basis for checking. 

• During ALERT LEVEL 2 AND 3, and any all attaché case, handbags or school bags may be subjected to a random security inspection. The school reserves the right to deny entry to anyone who refuses to submit to such an inspection.

• Firearms and explosives will not be allowed inside the school campus except for special cases which will require the approval of the Safety and Security Officer or his/her authorized representatives. Knives and other deadly weapons, any form of prohibited drugs or narcotics, or any type of liquor will not be allowed inside the campus. These items will be confiscated at the gate and proper action will be initiated thereafter.

• The Security Unit shall be responsible for the control of access at the main entry points and at various control points within the campus. The Unit/Office Heads shall be responsible for controlling access and movements within their offices.

Off-Limit Areas

Required Behavior and Decorum

• The AGSO and Business Office are considered restricted areas. Access to these places has to be pre-approved by the AGSO Manager and VP for Finance.

• Administration Offices and Sisters’ Houses are off-limit areas. Only legitimate transactions are allowed within these areas. 

• CURFEW HOURS – As a general rule, no one shall be allowed to loiter within the school premises between 9:00 in the evening to 5:00 in the morning except during emergency situations or special occasions / activities approved by the VP for Administrative Affairs. Curfew hour for Grade School and High School Units is 6:00pm, and for the College Unit is 9:00pm.

• DRESS CODE – Personnel, Students, and Visitors should be in proper attire before they can be allowed entry. As a general policy, wearing of shorts, undershirts and slippers inside the campus is prohibited.

• ENTRANCE OF PERSONAL EQUIPMENT for REPAIR – Personal equipment for repair (cassette, computer monitors, CPU, electric fans, etc.) are not allowed entry in campus.

Other Undesirable Behavior

• Spitting or urinating in places not designated for such use.

• Smoking inside the campus.

• Eating in areas other than the canteen and designated places, especially where proper hygiene and sanitation procedures should be strictly observed at ALL times.

• Bringing of merchandise or food items for purposes of vending unless allowed by designated authorities. 

• Any form of gambling.

• Any activity that is inimical to the well-being of the School: its aims, policies, occupants, and properties.


• Upon enrollment and payment of the corresponding fees, the student shall be issued a student ID card bearing his/her picture and complete name, and the signature of the respective Unit Head or Office Head.

• The ID card shall be honored for a year upon issue, subject to validation at the Unit/Office Head every year.

• Lost or mutilated IDs shall be replaced upon student’s presentation of an affidavit of loss duly subscribed before a notary public.

• Once a Grade/High School student enters the campus, they shall no longer be allowed to go out except at the end of school hours. Only on occasions when a pass is issued by the Coordinator of Student Services concerned shall the student be allowed to go out of the campus before the end of the school hours.

• No student shall be allowed to stay inside the campus after school hours unless s/he is participating in an official after school activity. If confronted, the student must be able to present proof that s/he is indeed participating in such an activity and shall leave the campus as soon as it is over.

• No student shall be allowed entry into the campus on non-school days unless s/he presents written authority from the school official concerned (in case of meetings, games, cultural activities, etc). In this case, s/he will be treated as an ordinary visitor and shall be subject to the rules and regulations.

School Officials, Employees, Faculty Members

• All administrators, faculty, office and general services personnel shall be issued their respective identification cards upon employment with the school.

• The holder, at all times while inside the campus, shall wear the ID card. Administrators shall make themselves a model by wearing the ID cards.

• The ID card is a property of the school and should be surrendered to the HRD Office when the holder’s employment with the school is terminated.


• Visitors will be received initially by the Control Guard at the Control Booth.  The Control Security will:

• Check if the visitor is listed in the expected Visitors’ List by any unit/office with proper identification in the Visitor’ Entry Pass. When identified, immediate entry will be allowed.

• Unexpected Visitors – Inquire whom the visitor wants to see and the purpose of the visit. Call the person to be visited or his/her secretary and advise him/her accordingly. If the visitor will be received, the guard will:

     – Request the visitor to register in the Registry Book.

     – Request the visitor to leave with him any kind of identification paper 
       (Ex. driver’s license, company/school ID with picture)

     – Issue a visitor’s ID and gives the visitor directions.

     – Remind the visitor to wear the ID and advise him/her to use the same gate 

       when leaving the school.

     – Upon leaving the campus, the visitor shall return the Visitor’s ID to the 
       Control Security that will return to him/her the identification card s/he deposited.

• Visitors accompanied by a student will be processed in the same manner as an unaccompanied visitor and will be issued the corresponding Visitor’s Pass.

• No vendor, seller, agent, marketing representatives and the like will be allowed to enter the campus unless they are authorized by the Unit/Office Heads. If they are so authorized, they may roam around the campus only when accompanied by an authorized representative.  They will be issued a Visitor’s Pass.

•Car drivers, Private Nurses, Bus Mothers and the like escorting and/or fetching students to and from the campus shall be issued a car pass and ID cards from the Security Office to enable them to enter the campus. They shall be allowed access only to designated reception areas. They are also required to be in the proper dress code while inside the school compound.

• Student activities, sports competitions, make-up classes and other gatherings shall be allowed only with the written approval of the following offices:

     – Unit/Office Heads

     – Student Affairs / Activities Office
     – Institutional Sports Office

• A list of participants in the aforementioned activities must be attached to the written authorization coming from the respective offices in order that the guards at the Entry Point shall be guided accordingly. Persons not included in the list will be allowed entry only upon presentation of a written guarantee by the Head of organization conducting the activities and shall be issued a Visitor’s Pass.

• Entry of School Personnel into the school campus during non-working days shall be recorded in the logbook including the purpose and time of such visit for reference.


• Motorist coming into the campus shall strictly observe the rules and regulations on speed limits, traffic and driving procedures and road courtesy.

• The issued car pass/sticker is non-transferable. This car pass/sticker will be confiscated if the owner/driver is found violating this rule.

• The management has no responsibility or accountability for any loss or damage of any accessories or personal belongings inside the vehicles while it is parked inside the school campus.

• Car Pass/Sticker (Drop and Pick)  will be issued to all parents with cars/vehicles upon approval of a valid application form supported by a photocopy of the following documents:

     – Certificate of Registration
     – Official Receipt
     – Driver’s License

• The car pass/sticker must be visibly posted at the front windshield of the car on the passenger side.

• Car-riding visitors shall park their vehicles in the designated parking space for visitors.

• Delivery vehicles will be allowed entry into the campus only after presentation of the corresponding delivery receipt. The Check point guard will inform the Control Security regarding delivery and in turn calls the Purchasing Office to confirm that delivery is expected. Control Security will inform the Checkpoint Guard and the delivery vehicle will be directed to a designated delivery area. The Checkpoint Guard will advise the Basement Guard to handle the monitoring and counting of deliveries.

• The SSC Management reserves the right to request the vehicle owners or drivers to open the compartment of the vehicle for security inspections anytime.

• Smoking/Drinking or Gambling inside parked vehicles inside the campus is strictly prohibited.


To formulate policies and guidelines that would regulate and control the access, identification and movement of students and personnel, visitors and vehicles while inside the campus and perimeters of St. Scholastica’s College.

Categories and their Definition

Persons and vehicles covered by these guidelines should be categorized and defined as follows:



Persons who are directly employed and/or officially connected (agency personnel) with St. Scholastica’s College, Manila on whatever employment status: permanent, probationary, contractual, food suppliers, or agency-hired personnel.

These are students who are currently enrolled in the Grade School, High School, Night Secondary School, and Collegiate Levels.


Residents (Priory/Manila Community)


The Benedictine Sisters and persons whose residence are within the school compound.


Persons who transact business with the school; deliver and fetch their children/wards; deliver supplies, materials, and equipment; visit residents; alumni who are entitled to use the school facilities or sites for their functions and activities; and any other person who wishes to enter the campus for legitimate purposes.

Regular Patrons


These are the  parents, guardians, private nurse, drivers, and alumni.


Cars, jeeps, utility vans, tricycles, pedicabs, motorcycles, and bicycles being used by the school personnel, students, parents, food suppliers and visitors; school buses or school vehicles;  delivery  and pick-up trucks that enter the school compound for whatever legitimate purpose. 

School Bus Operators Association (SBOA)

These are school bus operators who are recognized by the school to serve the bus riders. The Officers of the SBOA coordinates with the CSAS though the Safety and Security Officer on the school calendar of activities and on Safety and Security of concerns of the bus riders. Bus drivers and Bus mothers are provided with IDs for identification when they enter the campus during dismissal. 

 Identification Procedures

Identification cards shall be issued for each and every category as enumerated above in order that effective controls can be imposed on their movements and access to the different buildings and facilities of the school. For this purpose, the following colors of ID cards shall be issued per category enumerated below and according to the Unit/Area stated opposite each color, to wit:

• VERTICAL ID CARDS – for all direct-hired personnel. The ID shall consist of the employee’s number, picture, complete name and signature, color-coded bar for the Unit’s identification and the signature of the School President.

• VISITOR’S ID CARDS – ID cards for parents, alumni, guardians, drivers, private nurses and security personnel, and other agency personnel and regular patrons of the school.  The ID shall consist of control numbers,

High School Unit and Night Secondary School


College Unit and Graduate School


Administration, Business Office, Registrar, President’s Office, Admission’s Office, Clinic, Safety and Security Office, Priory, and Manila Community


AGSO, Canteen, and Gym

• SPECIAL ID PASS – For Coaches, Trainers, Food Suppliers, SBOA Operators, Bus Mothers and Drivers, Private Nurse or Yayas attending to a sick student on certain days as approved by the CSAS.

• ALUMNI ID – For Alumna who wishes to visit the school, use the library, or for a meeting with anyone in school. 

• CAR PASS STICKER – The car pass shall be placed at the most visible spot on the upper right portion of the windshield. Parking slots are categorized based on the following signs/colors:

     – PARKING 1 – Reserved parking space for employees only.

     – PARKING 2 – For visitors on a FIRST-COME-FIRST-SERVED BASIS; 
       Reserved parking for School-Owned Buses

     – PARKING 3 (OTTILIEN GROUND FLOOR) – Reserved parking for School-owned vehicles 
       and for Administrators

To thwart any ill motive of criminals towards our community, the Safety and Security Committee is implementing measures to ensure the safety and security of the Scholastican Community, These criminals can come in the guise of parents, bus drivers, volunteers and guests in order to gain access to our grounds and facilities, especially during emergencies and “non-regular days” – as when classes are suspended when students are already in school.

When there are heavy rains, floods, or typhoons early in the morning…

1. Listen to radio statioons DZMM, DZBB, DZRH for announcements.

2. Dial telephone number: 567 – 7686 and listen to the auto attendant advisory.

3. Wait for advisories over television channels.

When classes are suspended and everybody is in campus…

1. Wait for an official announcement from the President’s Office.

2. Dismissal time of Units / Offices will be staggered. A 30-minute interval between groups will help to avoid crowding at the exits.

3. Grade School students will be dismissed first under the supervision of their Class Advisers / Subject Teachers. The students will be advised to proceed to their exit gates once they are released.

4. High School students will be released after 30-minute interval with the Grade School.

5. Bus Operators, drivers, or bus mothers will be allowed to enter the campus to pick up their respective bus riders in the bus stations assigned to them. They should request the Gate Guard to page their riders through the telephone lines of each unit.

6. For security reasons, parents, yayas or anyone else arriving to pick up students in gates 1, 6, and 7 will not be allowed to enter. The student will be paged through the two-way communication system of every unit after the Guard on duty at the gates has given the names to designated authorities per unit via telephone.

7. All those who are classified as “commuters” may be released at once as soon as dismissal time is announced.

8. When only a few students remain at the gates, the Class Advisers or Subject Teachers may bring them to the assigned “common” rooms per Unit: for Grade School – 101 and 102 near Gate 6; for High School – 101 to 103 near the School Clinic; for College – the Social Hall. Each unit must assign 2-3 Faculty members to supervise / assist the remaining students.

• The control of lost and found items is a special responsibility assigned to the Student Services Office of the three units and the Safety & Security Office.

• All lost and found items which are identified will be turned over to the Student Service Office concerned, which in turn will conduct property inventory and display these in a lost-and-found rack/cabinet until they are claimed by their rightful owners.

• Nobody is allowed to use or take any item in the lost-and-found cabinet expect with the written approval of the Coordinator of Students Services of Safety & Security Office.

• All unclaimed items will be turned over to Administrative and General Services Office (AGSO) at the end of the semester.

The Fire Fighting Team

Fire Marshall / Emergency Manager

The Fire Fighting Team is composed of the General Services Personnel and the Safety and Security Personnel. The Team is divided into two groups: the Fire Extinguisher group, whose members will use fire extinguishers; and the water Hose Group, whose members will use the fire hydrants and water hoses strategically located on the floors and around the buildings.


She/He is the Director for field operations of all fire fighting groups, pending the arrival of members of the Bureau of Fire Protection who, upon said arrival, directs said members to the fire scene and maintains contact with them until after the fire has been extinguished. Afterward, she/he make the recommendation to the Emergency Management Team as to whether or not it is safe for everyone to return to their respective areas or where they can be temporarily quartered until the decision to send them elsewhere has been made. The position of Fire Marshall or emergency Manager will be assumed by the SSC Safety & Security Officer.

Zone Chief

Floor Chief

Each building is overseen by a Zone Chief, who shall be the head of the office in that particular area, and whose main responsibility is the safe evacuation of all students and employees from the building to the pre-designated evacuation areas.

Each floor is supervised by a Floor Chief, who shall be officer in the particular area. Her/His main responsibility is the safe evacuation of all students and employees from her/his floor to the pre-designated evacuation areas.

Evacuation Team

Searchers or Sweepers

This is composed of Class Advisers, who assist the Floor Chiefs in guiding the students, employees and everyone to exit in an orderly manner. The Class Advisers lead them to the pre-designated evacuation area and, when the all-clear signal is sounded, lead them back to their respective places of origin.


This group is in charge of checking/searching their assigned rooms, visiting the toilets and announcing to any and all occupants who may not have heard the alarm signal (or who seem to have ignored the signal, especially in the case of a fire drill) of the urgent need to evacuate the area. Roving Guards or assigned Maintenance Personnel shall act as Searchers or Sweepers. In the absence of a female guard, an assigned female from the General Services Department will do the searching in the female toilets.

Records and Salvage Group

Security Team

The Records’ Evacuation Group is responsible for the evacuation of pertinent records while the Salvage Group is in charge of evacuating priority machines and equipment. The School Finance Officer shall be the Chair of the Records and Salvage Group.


This is composed of the SSC Security Forces spread out into different strategic areas. They see to it that evacuation is orderly and swift, prevent any situation which may impede the exit, assist all stragglers and others who may be having difficulty in getting out, prevent the entry of the crowd and of curious onlookers, prevent looting, and secure the equipment and records evacuated.

First Aid Team

Special Services Team (Communication Team)

The Clinic Personnel and/or employees who have knowledge in emergency first-aid treatment will belong to this group. They will attend to the emergency evacuation and treatment of casualties. At least one (1) driver and one (1) vehicle shall be assigned to this team.


The Telephone Operator, runner and electrical switchmen are assigned to this group. The Telephone Operator shall contact by phone the nearest fire station (524-5588 / 525-4714). The Runners carry messages through the fastest means to the Fire Marshall, especially when the telephone or intercom services are no longer operational. The Electrical Switchmen will turn off the power system in the area where the fire is located.

Bomb threats may be received by phone, mail or hand-carried message. Phone threats may be received by the telephone operator or at any unit or office or may even be directed to home phones of any student or employee.

Security Alert Status

There are four (4) levels of alert concerning a bomb threat call, namely:






Is one disaster which is difficult to predict. It can happen anytime without previous notice or sign. However, precautionary measures can and should be put into effect to prepare and protect students and employees during such disaster.


1. Familiarize yourself with the emergency exits.
2. Familiarize yourself with the locations of fire extinguishers, and communication facilities.
3. Secure heavy furniture or cabinets to prevent sliding or toppling.
4. Store breakable items, harmful chemicals, and flammable materials properly.


1. Do not panic. Always strive to maintain presence of mind and calmness when an earthquake occurs, whether it is on a minor or major scale.
2. Stay calm where you are. Do not rush out toward an exit; a stampede usually results in injuries and even in death.
3. Protect your body from falling debris by bracing yourself against a doorway or beside a sturdy desk or table.
4. Get away from power lines, walls, and the like.
5. Do not rush to the exit; when the tremors stop, get out calmly and in an orderly manner.
6. Go to an open area. (The fire evacuation areas may be used for this purpose.)
7. Never use the elevator. Stay away from unstable objects or structures, damaged walls, ceiling, etc. Aftershocks may cause damage structures or loosened objects to fall.
8. Don’t believe in wild rumors. Listen to instructions from authorities.


1. The General Services, to be assisted by the Security Team, shall immediately conduct a physical inspection of the premises to determine whether the exits or stairways are free from debris and other fallen objects.
2. Maintenance personnel shall turn off power switches in the area. Power must be restored only after it is safe to do so.
3. All students / employees shall stay in their designated areas until further instructions. They must stay away from downed electric lines or objects in contact with live wires. 
4. Check yourself and others for injuries.
5. Be prepared for aftershocks.
6. Gather information from battery-operated radios.
7. Clean-up chemical spills, toxic, and flammable materials (Science Laboratory).
8. Check for fire. If there is any, initiate procedures to extinguish it.
9. Check you water and electrical lines for defect. If any damage is suspected, turn the system off in the main valve.
10. take with you all necessary items for your protection and comfort. (e.g. flashlight, etc.)



1. The General Services shall see to it that there is sufficient supply of DIESEL for the GENERATOR. The Manual of Operations should always be available for any eventualities.

2. Emergency contact numbers of the Central Safety and Security Committee must be available to the Guard on Duty. 

3. All available communication equipment should be ready with the guard/maintenance on duty in anticipation of possible brown-outs and unavailability of telephone lines.

4. Stay in the building where you are. Keep calm, don’t panic.

5. Keep away from windows or glass walls that may be broken by the typhoon.

6. Secure merchandise and equipment that might be damaged by water.

1. When the weather situation indicates possible heavy rains, the General Services will place sandbags where water is expected to come in. Stocks in the warehouse or bodegas that may be affected by flood should be taken off the floor. Documents and other important materials on the floor should be placed on elevated locations.

2. After the flood, the General Services will clean up and prepare the places for normal operations.
